01 · Why the signal comes first

The bidder does exactly what your count tells it to do.

Google's bidding is machine learning pointed at one target: the conversion signal you feed it. It has no idea what a good customer is; it only knows what you counted.

Count every form fill, and it buys form fills: spam, job seekers, wrong-service requests, all scored as wins. Count every call, and it buys 12-second hang-ups. Miss half your phone conversions, and it quietly starves the campaigns that produce them. None of this is malfunction; the machine is doing exactly what it was told, with a false instruction.

This is why more budget, new ads, or a smarter agency cannot fix an account with a broken signal. Every optimization made on top of a lying instrument optimizes the lie. Everything else in the account stands on the signal, which is why the signal gets fixed first.

03 · The obvious question

Is this not just GTM setup? The tags are the easy part.

A GTM setup makes tags fire. Signals Foundation makes the signal true. The difference is verification, and it is the whole product. A tag can fire on every form fill, pass every preview test, and still feed the bidder garbage.

We consider the install done when the readings reconcile, not when the tags fire. Each check in the list has a date and a reading behind it, and none of it is assumed.
